Black Seal High-Pressure Operator Overview
The New Jersey Black Seal High Pressure license is required for boilers over 100 horsepower and more than 15 pounds pressure steam. If it's a hot water heating system the boilers must be over 160 psi with a water temperature over 250° Fahrenheit. This classification of boiler operator’s license is a prerequisite for blue seal eligibility (operating engineer/stationary engineer with complimenting refrigeration license).
Experience Required
N.J.S.A. 34:7-2 APPLICATION
Application for license shall be made on forms to be provided for that purpose by the mechanical inspection bureau and shall state clearly the name, residence, age, and qualifying experience of the applicant. An applicant must be a citizen of the United States or have officially declared his intention of becoming a citizen
N.J.S.A. 34:7-2.1 DECLARATION OF BECOMING A CITIZEN
Every applicant qualifying for a license who is not a citizen of the United States but who officially declared his intention of becoming a citizen shall be issued a license and shall be entitled to annual renewals thereof during the 5-year period immediately following his declaration of said intention and thereafter he shall be entitled to renewals only upon proof that he has become a citizen of the United States.
N.J.A.C. 12:90-8.4 ELIGIBILITY FOR BOILER OPERATOR'S LICENSE (BLACK SEAL)
To be eligible for a boiler operator's black seal license, the applicant shall have had at least three months experience as a helper, apprentice or assistant to a licensed operator of equipment requiring such license. The Bureau of Boiler and Pressure Vessel Compliance may request a copy of the boiler operator's log for the examiner's review during approval of the application.
N.J.A.C. 12:90-8.6 ELIGIBILITY FOR HIGH PRESSURE BOILER OPERATOR'S LICENSE (BLACK SEAL)
(a) To be eligible for a high pressure boiler operator in charge examination, the applicant shall:
Be able to comply with N.J.A.C. 12:90-8.4; or
Have had intensive training for six weeks in a program established by the Chief Engineer and approved by the Bureau of Boiler and Pressure Vessel Compliance, within five days of starting the training period. A log shall be established with the licensed operator doing the training, which shall be one-on-one, and the trainee shall have written verification of such training from the chief engineer. Any training commenced prior to the approval by the Bureau of Boiler and Pressure Vessel Compliance, with the exception of that encompassed within the five day approval period, shall not be credited toward the six week intensive training program.
(b) If the applicant has had six months experience as a licensed low pressure boiler operator, the three months required in N.J.A.C. 12:90-7.4 may be reduced to 30 days.
Endorsements Required
Provide an endorsement from a manager from your place of employment for your application. If your boilers are over 500 horsepower, you also need two licensed engineers' signatures to endorse your application (personnel with a blue, red, or gold seal license). Provide our school with NJ state inspection certificates. These certificates can be found hanging in your boiler room framed behind glass. They contain all the information that we need to fill out your application properly. Navy personnel can provide us with your DD-214 and the experience of equipment found on ships that you served on. Our school can go forward and get you a license based on that experience.
The Test
Your test consists of a 50-question multiple-choice test and the passing score is 66%.
