Blue Seal Engineer 1-C Overview

The Blue Seal license is required for boilers over 500 hp and greater than 15 pounds of steam pressure. If it is a hot water heating system, the boilers must be over 160 psi with a water temperature over 250° Fahrenheit.  Any plant that generates electricity with a prime mover that is over 6 hp and not greater than 100 hp requires a blue seal license.

Experience Required

N.J.S.A. 34:7-2 APPLICATION

Application for license shall be made on forms to be provided for that purpose by the mechanical inspection bureau and shall state clearly the name, residence, age, and qualifying experience of the applicant. An applicant must be a citizen of the United States or have officially declared his intention of becoming a citizen

N.J.S.A. 34:7-2.1 DECLARATION OF BECOMING A CITIZEN

Every applicant qualifying for a license who is not a citizen of the United States but who officially declared his intention of becoming a citizen shall be issued a license and shall be entitled to annual renewals thereof during the 5-year period immediately following his declaration of said intention and thereafter he shall be entitled to renewals only upon proof that he has become a citizen of the United States.

N.J.A.C. 12:90-8.7 ELIGIBILITY FOR THIRD GRADE STEAM ENGINEER’S LICENSE (BLUE SEAL)

(a) To be eligible for a third grade steam engineer's (1-C or 8-C) examination, the applicant shall have a boiler operator in-charge high pressure license and shall have had at least six months subsequent experience either in the operation of equipment requiring supervision by a third grade engineer, or as an assistant in the operation of equipment requiring a third grade license for shift operation.

(b) Experience obtained outside the State of New Jersey may be considered if the applicant has served at least two years as a boiler operator of high pressure boilers of over 500 horsepower.

Endorsements Required

The application will require management endorsement and one engineer's endorsement (personnel with a Blue, Red, or Gold Seal license). Out-of-state and Navy personnel can obtain a license, provided they have worked at least two years in a plant over 500 horsepower. However, the state would require a letter of endorsement from the company signed by management. This letter would state the boiler horsepower, all the information needed about the equipment, and the length of time you have operated the boilers. These applications must be approved on a case-by-case situation. An applicant can skip the Black Seal license with the necessary background to state requirements.

Application and Test

Your application will require all your boiler information, which can be found on boiler state inspection certificates located in your boiler room, framed behind glass. Your test consists of a 50 question multiple-choice tests the  passing score is 70%.
